'When it comes to driving a car, we accept if not endorse that every person is required to have a license. Obviously a car license encourages a level of responsibility on the road, and if a person does harm another they can be held accountable for their actions. So...why do we not yet require a license to surf the internet? Given online a person is able to harm others, in some cases many others, and yet remain anonymous, this simply does not make sense'. - Brendan Mooney Psychologist
